Ouray County Regional Service Authority
The RSA is managed by a non-partisan board of directors composed of five members, each representing one district within Ouray County, plus an Administrator handling day to day affairs.
The five RSA Districts from which board members are elected coincide with the five Ouray County Precincts as they were defined in 2000. As of 2016, those precinct definitions (boundaries) have not changed. Simplistically, these can be described as:
District 1 (Precinct 1): Southern portion of the county east of US 550
District 2 (Precinct 2): Southern portion of the county west of US 550
District 3 (Precinct 3): Central portion of the county west of US 550
District 4 (Precinct 4): Northern portion of the county mostly, but not entirely, west of US 550
District 5 (Precinct 5): Central portion of the county largely east of US 550, but including portions of the Town of Ridgway
Ouray County clarified the precinct boundaries in Resolution 2011-31, providing detailed boundary descriptions, available on the county’s website
Eligibility to be a director (board member) requires being a qualified elector (i.e. a registered voter at least 18 years of age) resident of the particular district one would represent. Individuals interesting in standing for election to the board are urged to submit nomination forms well in advance of the deadline to provide time to correct any deficiencies.

Board terms are for four years with overlapping terms in an attempt to provide continuity. Board members from Districts 1, 3, and 5 are up for election in the November 2024 general election and every four years thereafter. Board members from Districts 2 and 4 are up for election in the November 2026 general election and every four years thereafter.
If not more than one candidate is nominated for a particular board seat, the RSA Designated Election Official will cancel that election and the sole candidate is considered elected. Vacancies on the board are filled by appointment by the board. Board members are limited to two full consecutive four-year terms.
While the RSA is governed largely by the provisions of Section 32-7 C.R.S., a number of provisions of the Colorado Constitution and Colorado statutes also apply. Board members are required to sign their oath of office within 30 days after the election is certified. New board members take their board seats in January following the November general election.
